Obtaining A Certificate Of Eligibility For Your Student Visa

To apply for a F-1 or J-1 student visa you will need to provide the U.S. Embassy or Consulate proof of adequate funding for your studies in the United States.  UC Davis Services for International Students and Scholars (SISS) can issue a Certificate of Eligibility (I-20 or DS-2019) to facilitate this process.  To receive an I-20 or DS-2019 from SISS you must:

  • Have been offered admission to UC Davis and accepted the offer by returning a completed Statement of Intent to Register (SIR) to Graduate Studies or Undergraduate Admissions, and
  • Have submitted documentation (e.g. bank statements or department letters of awards or assistantships) to SISS that demonstrates sufficient funds for the first year of study at UC Davis.

The estimated amount of money that will be needed for educational and living expenses at UC Davis for the 2008-2009 year (12 months) is $44,200 for graduate students in Phd, MA and MS program, and $47,600 for undergraduates in Bachelor degree programs.  If you are accompanied by a spouse and children you should estimate an additional $5,000 (spouse) and $2,500 per child.  Please note that these are only estimates, and you may want to plan on additional expenses beyond this amount.  Also, you should know that spouses of F-1 visa holders who hold F-2 visas are not permitted to work.  Graduate students not admitted by Graduate Studies (e.g. LLM, JD, MPVM, MD, or MBA programs) should contact SISS directly as the financial requirements may be different.

To request an I-20 or DS-2019 from SISS, please down-load the appropriate request form above. To read and complete the form you will need to have the Adobe Acrobat Reader. If you do not already have this you can download it by clicking here. Please return the completed form and financial documentation to:

Services for International Students & Scholars
University of California, Davis
University House
One Shields Avenue
Davis, CA  95616

Please indicate on the form how you would like to receive your I-20 or DS-2019.  Our normal process will be to mail your I-20 or DS-2019 to you by First Class mail.  This works well within the U.S. and to most countries outside of the United States.  However, if you would like your I-20 or DS-2019 sent to you by FedEx, please indicate this on the form and include a check or money order for $30 to non-U.S. addresses or $10 for U.S. addresses.  If you plan to pick up your I-20 or DS2019 in person or have someone else pick it up for you, please indicate this on the form as well.

What Is The Difference Between F-1 Student Visa And J-1 Exchange Visitor?

The majority of international students come into the U.S. on an F-1 student visa.  For some students, there may be the option to enter on a J-1 student visa. There are some differences which are explained here.

F-1 Student

Requirements to obtain I-20

  • Student must be admitted to a program of study leading to a specific educational objective.
  • Student must be proficient in English.
  • Student must show sufficient evidence of financial support (see Part 2 for details.

Types of Work Permitted in F-1 status

  • On-campus employment permitted without special authorization (limited to 20 hours per week while school is in session).
  • Off-campus employment during degree program permitted with authorization from SISS under certain circumstances (see your international student advisor for details).
  • Off-campus employment after graduation permitted with authorization from the Department of Homeland Security for up to 12 months.

Dependents

  • F-2 visa holders are not permitted to work.
  • F-2’s may not attend school full-time.

J-1 Student

Requirements to obtain DS-2019

  • Student must be admitted to a program of study leading to a specific educational objective.
  • Student must be proficient in English.
  • Student must show sufficient evidence of financial support that is from a government agency or the university.
  • Student must have a minimum of health insurance coverage for self and all dependents.  UC Davis student health insurance does not cover a student’s spouse or children.

Types of work permitted in J-1 status

  • On-campus employment permitted with special authorization.
  • Off-campus employment before and after graduation permitted with special authorization for up to 18 months (36 months possible for PhD graduates).

Dependents

  • J-2 visa holders may apply for work authorization after they arrive in the U.S. The application will take approximately 3 months to process.
  • J-2’s may attend school full or part-time without special authorization.

In some cases the J-1 visa carries with it a two-year home residency requirement that requires you to return to your home country for two years upon completion of your studies (and academic training) before you are eligible for certain other visas in the U.S., including H-1B, L, and permanent resident status.

If you have questions regarding the I-20/DS-2019 Request Form please contact our office at siss@ucdavis.edu.
